Pennsylvania man charged in fatal Lawrence crash

LOUISA — A Pennsylvania man was indicted May 13 in a fatality that occurred earlier this year in Lawrence County.

Andrew J. Roxby, 34, of Pittson, Pa., is charged with reckless homicide in a Feb. 26 crash that claimed the life of Gregory Arrington.

Roxby allegedly operated his motor vehicle in a reckless manner that resulted in a motor vehicle collision with and the death of Arrington, according to the indictment.

According to a press release issued by the Louisa Police Department at the time of the collision, a witness stated that a 2016 Chevrolet Silverado driven by Roxby was traveling north on US 23 when he was unable to stop at the intersection, causing his vehicle to strike the side of a 2008 Pontiac G6 driven by Arrington.

Roxby told officers that as he approached the intersection, Arrington began to pull out in front of him, mis-timing the change of the lights, the release said.

Roxby’s indictment was one of 19 returned May 13 by the Lawrence County Grand Jury. Others named in true bills were:

• Tracy Moore, 56, of Ulysses, charged with theft by unlawful taking over $500 for allegedly taking timber from land owned by Lyndella Blevins of Lawrence County, with a value of $6,147, on Nov. 8, 2019.

• Lowell Justin Maynard, 32, of Ulysses, charged with receiving stolen property under $10,000 for allegedly possessing a 2000 Yamaha motorcycle VStar make/model stolen from Bobbi Hayes of Louisa, with a value of $1,000, on April 5.

• Ramona Mills, 49, of Paintsville, and Ricky Jones, 58, of Cannel City, charged with theft by unlawful taking over $500 (auto)/complicity for allegedly, acting alone or in complicity with each other, taking a 206 Chevrolet C/K 2500 pickup truck owned by B and J’s Auto Sales of Lawrence County, with a value of $6,500, on Feb. 14.

Mills is additionally charged as a first-degree persistent felony offender for having previously been convicted of a felony.

• Lori Hall, 48, of Louisa, charged with first-degree possession of a controlled substance and false statements to misrepresent/receive benefits under $100 for allegedly possessing methamphetamine and an EBT card registered and assigned to Lacy Hall, accompanying a receipt showing use of the card by another other than the one the card was administered to, on April 4.

• Hunter Hale, 28, of Louisa, charged with first-degree possession of a controlled substance and failure to signal for allegedly possessing methamphetamine and operating a motor vehicle without using the proper and/or required signals on April 15.

• James Bryant II, 50, of Louisa, charged with first-degree fleeing/evading, third-degree criminal mischief and second-degree persistent felony offender for allegedly disregarding signals and commands to stop given by Lawrence County Sheriff’s Deputy Chase Kirk, with the intent to flee, avoid or elude his arrest, and damaging or destroying property owned by Jocelin Pickard of Louisa on April 30 and for having previously been convicted of a felony.

• Robert Chafin, 43, of Louisa, charged with two counts of first-degree possession of a controlled substance and operating a motor vehicle under the influence of alcohol or drugs for allegedly possessing heroin and methamphetamine, and operating a motor vehicle while under the influence of alcohol or other substances that impair a driver’s ability to operate that motor vehicle on March 20.

• Benjamin Accord, 50, of an unknown address, charged with first-degree possession and failure to wear seat belts for allegedly possessing methamphetamine and operating a motor vehicle without proper safety belts in use on March 7.

• John Louden Jr., 39, of Blaine, charged with first-degree possession of a controlled substance and use/possession of drug paraphernalia for allegedly possessing methamphetamine and an altered straw containing chemical residue on April 2.

• James D. Moore, 37, of Blaine, charged with first-degree possession of a controlled substance for allegedly possessing methamphetamine on April 23.

• David Ferguson, 53, of Blaine, charged with first-degree trafficking in a controlled substance, more than two grams, receiving stolen property under $10,000 and second-degree persistent felony offender for allegedly possessing 25 grams of methamphetamine and $200 with the intent to traffic and multiple items stolen from Bobby Williams of Lawrence County, with a value exceeding $500, on April 3, and for having previously been convicted of a felony.

• Stella Osborne, 33, of an unknown address, charged with first-degree possession of a controlled substance, tampering with physical evidence, use/possession of drug paraphernalia and first-degree felony offender for allegedly possessing methamphetamine and two glass pipes, and destroying, removing, altering or concealing physical evidence on Feb. 26 that she believed would be used against her in an official proceeding; and for having previously been convicted of a felony.

• Jeffrey Allen Harper, 50, of Louisa, charged with first-degree trafficking in a controlled substance, greater than two grams, for allegedly possessing 6.5 grams of methamphetamine, $596.30 in cash, small scoop spoons, various pipes and digital scales with the intent to traffic on April 23.

• Rick Vance, 53, of Blaine, charged with first-degree trafficking in a controlled substance and use/possession of drug paraphernalia for allegedly possessing 3.5 grams of methamphetamine and $602 in cash, with the intent to traffic, and a set of scales and baggies on Jan. 1.

• Latisha Johnson, 33, of an unknown address, charged with three counts of first-degree possession of a controlled substance, theft of identity, tampering with physical evidence, use/possession of drug paraphernalia and first-degree persistent felony offender for allegedly, on April 27, possessing heroin, methamphetamine, LSD and eight baggies; using former or current identifying information of another with the intent to represent herself for the purpose of deceiving or defrauding; destroying, removing, altering or concealing physical evidence that he believed would be used against him in an official proceeding; and having previously been convicted of a felony.

• Gregory Scott, 36, of Inez, and Winfred Scott, 36, of Louisa, charged with first-degree possession of a controlled substance/complicity and third-degree criminal mischief/complicity for allegedly, acting alone or in complicity with each other, possessing methamphetamine and damaging or destroying property owned by another on March 23.
