LOUISA — A Lawrence County man was arrested early Monday morning after police said he stabbed another man.

Philip Hart, 25, of Louisa, is charged with first-degree assault; fourth-degree assault, domestic violence, minor injury; and first-degree strangulation.

According to the arrest report, Lawrence County Sheriff’s Deputy Joe Osborne received a report of Hart stabbing another male. When he arrived on the scene, Hart was applying pressure to a tourniquet that was applied to the victim, the report said.

Osborne said in the report that Hart was then detained and placed into his patrol vehicle.

Hart said that he had the knife blade sticking out of his back pocket and that the victim was accidentally stabbed with the blade during an altercation with his wife, the report said.

Osborne said in the report that he spoke with Hart’s wife, and he observed a knot on her forehead and an open cut on her chin. The woman stated in the report that she and her husband were in an argument when he began striking her in the face with his hands. She stated that he got on top of her and began to choke her with his forearm against her throat, the report said.

She also stated that the stabbing victim and his mother entered the room when they heard her yelling and attempted to pull Hart off of her. She also stated that Hart grabbed a knife from his back pocket and stabbed the victim, who then fell to the floor, where she and her husband attempted to apply a tourniquet to his leg, the report said.

Osborne also spoke with the victim’s mother, who stated that she witnessed Hart grab the knife from his back pocket and stab her son with it multiple times, according to the report.

When EMS arrived, they stated that they observed two stab wounds, one on his pelvis and one on his right thigh, the report said.

Hart was taken into custody and transported to the Big Sandy Regional Detention Center in Johnson County.
