Lawrence County gets grant to clean up dumps

LOUISA — Lawrence County was awarded a $26,895.29 grant by the state Division of Waste Management to clean up several illegal dump sites.

Sites included in the application are Cains Creek dump #3, Ky. 3 dump #6 at Clifford, the Knotty Poplar Fork Road dump and the Gary Moore property dump at Noah’s Landing.

The grant agreement is effective from Jan. 1 through Feb. 28, 2023, and the county must submit a completed illegal open dump cleanup grant program final expense worksheet for each site identified in the project.

The county may submit the final expense worksheet within 30 days of project completion, but shall submit it no later than March 31, 2023. The county must also complete a county employee labor timesheet section for each dump and a separate timesheet for each employee.

The grant agreement states that only actual, documented costs of remediation as itemized in detail are eligible for funding, even if a contract amount is higher.

Actual cleanup costs must be itemized on the final expense worksheet that is submitted when the grant is closed out, regardless whether the county or a contractor performed the remediation. The county must itemize the actual cleanup costs, including equipment rates and hours, disposal fees, labor rates and hours and supplies on the final expense worksheet even if the contractor made a lump sum bid.

Demolition of structures or the cleanup of waste from inside of structures are not allowable expenses for the grant.
