LC Indictments includes three Charged with Torturing Animals

Three people from Louisa have been formally charged by the grand jury for their part in animal cruelty.

It is one of the largest and most incredibly cruel cases that has been reported in Lawrence County.

According to all three indictments, Jason Shriver, 45, William J. Gibeck and Leticia Brown, 34, have all been charged with 24 counts of torture of a dog/cat (complicity).

The indictments state that on April 2, the three were arrested for committing the offense of intentionally inflicting or subjecting to extreme physical pain or serious injury or death to a dog or cat, motivated by intent or wanton disregard that causes, increases or prolongs the pain or suffering of the dog or cat.

They are accused of causing serious physical injury or infirmity to 13 dogs and 11 cats located at 241 Old Fallsburg Road.

Other cases moving up for further review are:

•Melissa Perry, 56, of Dunlow, W.V, was charged with burglary 3rd degree when on April 7, she is accused of unlawfully entering and remaining in Walmart of Louisa with the intent to commit a crime therein after being banned from the premises Aug. 27, 2024.

•Tyler Burchett, 36, of Louisa, was charged with 1st degree bail jumping when on Dec. 11, 2025, he is accused of having been released from custody by the court with or without bail, upon condition that he or she will subsequently appear at a specified time and place in connection with a Lawrence County felony charge but according to the indictment, failed to appear for the scheduled arraignment hearing.

•William Ramey, 22, of Louisa, was charged with 1st degree bail jumping when on Feb. 26, he is accused of having been released from custody by the court with or without bail, upon condition that he or she will subsequently appear at a specified time and place in connection with a Lawrence County felony charge but according to the indictment, failed to appear for the scheduled pre-trial conference hearing.

•Hark Mullins, 55, of Newtown, WV, was charged with 1st degree bail jumping when on Aug. 14, 2025, he is accused of having been released from custody by the court with or without bail, upon condition that he or she will subsequently appear at a specified time and place in connection with a Lawrence County felony charge but according to the indictment, failed to appear for the scheduled pre-trial conference hearing.

•Beverly Newsome, 49, of Peebles, OH, was charged with possession of a handgun by a convicted felon and receiving stolen property (firearm) when on Feb. 22, she was accused of being in possession of a stolen SIG Brand 9-mm caliber handgun after a felony conviction in Ohio. The gun reportedly is owned by Burt Patton of Boyd County.

•Ronnie Shannon, 36, of Rush, was charged with trafficking in a controlled substance first degree when on July 21, 2025. he is accused of unlawfully being in possession of 44.6 grams of methamphetamine, $883 in cash and a set of scales with the intent of trafficking.

•Lonnie Parker, 71, of Louisa, was charged with arson 2nd degree and criminal mischief 1st degree when on March 14, he is accused of intentionally starting a fire to destroy or damage 2 mobile homes owned by Rebecca Daniel of Blaine located on Ky 32. He is also accused of damaging property namely a dwelling house owned by Terry Williams with an estimate of $2,928 in damages.

•Joshua N. Golsby, 34, of Ironton, OH, was charged with fleeing/evading 1st degree, 2 counts of wanton endangerment 1st degree, speeding 26 mph over limit, reckless driving, resisting arrest, disorderly conduct 2nd degree, menacing and improper passing.

According to the indictment on April 7, Golsby is accused of disregarding signals and commands to stop given by KSP Trooper Chase Coverdale with the intent to flee with a juvenile child in the vehicle, and disregarding the safety of the trooper and all others on the road before resisting arrest.

•Crystal Williams, 47, of Grayson, was charged with Possession of a controlled substance 1st degree (methamphetamine), use/possession of drug paraphernalia, possession of marijuana, failure to maintain required insurance, improper equipment and license not legible all stemming from an incident on Dec. 27, 2025.

•Amy Slone, 43, of Blaine, was charged with possession of a controlled substance 1st degree when on Dec. 27, 2025, she is accused of being in possession of cocaine.

•Ona Thompson, 28, of Louisa, was charged with trafficking in a controlled substance 1st degree (complicity), trafficking in marijuana less than 8 ounces (complicity), possession/use of drug paraphernalia (complicity) and tampering with physical evidence when on Feb. 9, 2025, she is accused of acting alone or in complicity with David Green of committing the offense of trafficking in under 2 grams of methamphetamine and being in possession of multiple used and unused baggies, a grinder, multiple smoking pipes and multiple cut/altered straws. Thompson is also accused of trying to hide evidence she believed would be used against her in future court proceedings.

•David Green, 51, of Louisa, was charged with trafficking in a controlled substance 1st degree (complicity), trafficking in marijuana less than 8 ounces (complicity), possession/use of drug paraphernalia (complicity) and tampering with physical evidence when on Feb. 9, 2025, he is accused of acting alone or in complicity with Ona Thompson of committing the offense of trafficking in under 2 grams of methamphetamine and being in possession of multiple used and unused baggies, a grinder, multiple smoking pipes and multiple cut/altered straws.
