Ten JC Cases Have been Bumped to Grand Jury; Half of Those Cases are for Bail Jumping

The Johnson County Grand Jury decided ten cases should be furthered reviewed by higher court. Half of those cases are for bail jumping charges. Sending a clear message that not showing up for court dates in connection of felonious charges is also a felony offense.

•Timothy D. McClure, 62, of Stambaugh, was charged with possession of a handgun by a felon when on Aug. 5, 2025, he is accused of being in possession of a KelTec brand .380 handgun after being previously convicted of a felony in the state of GA. McClure was also charged with no registration plates, failure of owner to maintain insurance, improper registration plate, no/expired registration receipt, failure to produce insurance card, and license to be in possession.

•Misty Collins, 43, of Prestonsburg, was charged with 1st degree possession of a controlled substance when on January 3rd she is accused of unlawfully being in possession of methamphetamine.

•Megan Neildlinger, 30, of Boonescamp, was charged with trafficking in a controlled substance 1st degree, persistent felony offender, endangering the welfare of a minor, use/possession of drug paraphernalia and giving officer a false name when on Jan. 3, she is accused of committing the offense of unlawfully being in possession of 5.917 grams of methamphetamine packaged in multiple plastic baggies with the intent of trafficking, $303 in cash, an altered glass pipe with chemical residue and multiple syringes. The indictment also states that she refused to exercise diligence in the control of her children to prevent them from becoming neglected, dependent or delinquent. She also gave information to officers with the intent to mislead them as to her identity.

•Gary M. Ratliff, 50, of Thealka, was charged with 1st degree possession of a controlled substance when on Jan. 4, he is accused of unlawfully being in possession of methamphetamine. He is also charged with fleeing/evading officers from the Paintsville PD 3rd degree (on foot), possession of marijuana, resisting arrest, disorderly conduct 2nd degree, menacing and public intoxication (excluding alcohol).

•Jeffrey Earl Blair, 48, of Sitka, was charged with 1st degree trafficking in a controlled substance when on January 6, he was unlawfully in possession of 23.892 grams of methamphetamine packaged in two plastic baggies and $2,475 in cash with the intent of trafficking, 1st degree trafficking in controlled substance when on the same date he was in possession of .912 grams of cocaine with the intent of trafficking, 2nd degree trafficking in a controlled substance when on the same date he was in possession of six dosage units of suboxone with the intent of trafficking, and trafficking in marijuana (less than 8 ounces). He is also charged with persistent felony offender, operating a motor vehicle under the influence of alcohol/drugs 3rd offense within ten years and operating a vehicle on suspended/revoked license.

•Ethan Brown, 22, last known address Leslie County Detention Center, was charged with 1st degree bail jumping when he unlawfully committed the offense of knowingly and unlawfully having been released from custody by the court with or without bail upon condition the he/she would appear at a specified time and place in connection with a felony charge, but failed to appear as ordered by the court.

•Terry Daniels, 49, of Paintsville, was charged with 1st degree bail jumping when he unlawfully committed the offense of knowingly and unlawfully having been released from custody by the court with or without bail upon condition the he/she would appear at a specified time and place in connection with a felony charge, but failed to appear as ordered by the court.

•Terry Daniels (in a separate indictment), 49, of Paintsville, was charged with 1st degree bail jumping when he unlawfully committed the offense of knowingly and unlawfully having been released from custody by the court with or without bail upon condition the he/she would appear at a specified time and place in connection with a felony charge, but failed to appear as ordered by the court.

•Terry Daniels (in a third indictment), 49, of Paintsville, was charged with 1st degree bail jumping when he unlawfully committed the offense of knowingly and unlawfully having been released from custody by the court with or without bail upon condition the he/she would appear at a specified time and place in connection with a felony charge, but failed to appear as ordered by the court.

•Richard Henry, 30, of Paintsville, was charged with 1st degree bail jumping when he unlawfully committed the offense of knowingly and unlawfully having been released from custody by the court with or without bail upon condition the he/she would appear at a specified time and place in connection with a felony charge, but failed to appear as ordered by the court.
