Mostly drug related indictments handed down in Lawrence County

The Lawrence County Grand Jury met for their July session handing down 24 true bills.

Among those indictments are:

•Brandi Hale, 39, of Louisa, who was charged with possession of controlled substance 1st degree and possession of drug paraphernalia when on Jan. 29, she was found to unlawfully be in possession of fentanyl and a syringe.

•Amy Gantt, 36, of Louisa, was charged with possession of a controlled substance 1st degree, possession of a controlled substance 2nd degree, possession of marijuana, possession of drug paraphernalia and prescription of a controlled substance not in proper container when on Nov. 7, 2021, she was unlawfully in possession of methamphetamine, buprenorphine, marijuana and a syringe. Gantt also committed the offense of having buprenorphine not in the proper administered container.

•James Mullett, 42, address unknown, was charged with possession of a controlled substance 1st degree and possession of drug paraphernalia when on Jan. 29, he unlawfully committed the offense of being in possession of methamphetamine and a syringe.

•Arlie Diamond, 51, of Louisa, was charged with possession of a controlled substance when on Feb. 2, 2022, he was unlawfully in possession of methamphetamine.

•Billy Keeton, 48, of Martha, was charged with possession of a controlled substance 1st degree, violation of a KY EPO/DVO, criminal mischief 2nd degree, and menacing when on Nov. 2, 2024, he committed the offense of being in possession of methamphetamine, violated the terms of a protection order, unlawfully damaged, destroyed or defaced property owned by Joshlyn Harmon with amount exceeding $500.00, also unlawfully pacing others in reasonable apprehension of imminent physical injury.

•Wilbern Maynard, 34, of Louisa, was charged with criminal mischief 1st degree, stalking 1st degree, violation of a KY EPO/DVO, damaged property namely a harassment-no physical contact when on Feb. 2, he unlawfully did $600 in damages to two tires on an F-350 truck owned by Robert White. He also committed the offense of intentionally making explicit or implicit threats to Loretta Marcum with the intent to place her in reasonable fear of serious physical injury after an EPO was placed in effect. Maynard is also accused of committing the violation of harassment with the intent to intimidate, harass, annoy, or alarm another by engaging in a course of conduct or repeatedly committing acts which alarm or seriously annoy such other person, namely Marcum.

•Ronnie Booth, 46, of Lowmansville, was charged with assault in the 1st degree, unlawful imprisonment in the 1st degree, terroristic threatening in the 3rd degree when on Dec. 25, 2024, he committed the offense of intentional causing serious physical injury to Amanda Booth by means of a deadly weapon or dangerous instrument while also restraining her under circumstances which exposed her to a risk of serious physical injury. Booth also committed the offense of threatening to commit the crime of murder or assault against Booth.

•George A. (AKA: Joey Lowe) Lowe, 44, of Louisa, was charged with theft by unlawful taking when on June 18, he unlawfully committed the offense of taking a Samsung Galaxy phone valued at $1,019 from Olivia Hudson.

•Joshua Burton 46, of Louisa, was charged with possession of a controlled substance 1st degree, possession of drug paraphernalia, disorderly conduct 2nd degree and menacing when on May 16, he committed the offense of being in possession of methamphetamine and an altered pipe while also engaging in violent or threatening behavior in a public place causing public annoyance and unlawfully placing another in reasonable physical injury.

•Justin E. Cantrell, 46, of Norton, VA, was charged with burglary 3rd degree, possession of a controlled substance, possession of drug paraphernalia when between June 3-5, he was unlawfully in possession of methamphetamine and an altered pipe while also during that time entered and remained in Walmart of Louisa with the intent to commit a crime of theft therein after being banned from the premises on April 16.

•Kenneth Sammons, 50, of Louisa, was charged with fleeing/evading police 1st degree, operating a motor vehicle under the influence of alcohol/drugs 2nd offense within 10 years, wanton endangerment 2nd degree (police officer), speeding 10 mph over limit, reckless driving, possession of an open container in a motor vehicle and failure to wear seatbelt when on February 21 he committed the offense of disregarding signals and commands to stop given by Kentucky State Police Trooper Jonathan Holbrook with the attempt to flee, avoid or elude his arrest. Sammons also engaged in conduct that creates substantial danger to another person, namely troopers within KSP Post 14, Holbrook, Hale, Elmore and Hammond.

•Andres Zuniga-Mendoza, 47, of Louisa, was charged with trafficking in a controlled substance 1st degree with firearm enhancement, fleeing/evading police, trafficking in marijuana less than 8 ounces firearm enhancement, possession of drug paraphernalia, one headlight, rear license not illuminated when on April 26, he committed the offense of trafficking in >2 grams of methamphetamine, less than 8 ounces of marijuana, being in possession of a digital scale, $130 in cash and individual small plastic baggies with the intent to sell while in possession of a KelTec brand .22 caliber handgun. He also committed the offense of disregarding signals and commands to stop given by KSP Trooper Jonathan Holbrook with the intent to flee, avoid or elude arrest.

•Justin T. McCoy, 35, of Marlington, WV, was charged with tampering with physical evidence, cruelty to animals 2nd degree and animal ID/tracking device removal or tamper (2counts) when on Dec. 8, 2024, he unlawfully removed, tampered or concealed evidence he believed would be used against him in official proceedings. He also intentionally subjected any animal to or cause cruel or injurious treatment through torture or to kill any animal other than a domestic animal killed by poisoning, he also committed the offense of removing an ID/tracking device without permission of the both of the animals owner.

•Ronald Ward, 45, of Pippa Passes, was charged with operating a motor vehicle under the influence of alcohol/drugs 4th offense or greater within 10 years, persistent felony offender 2nd degree, operating motor vehicle on suspended/revoked license, disregarding stop sign when on April 29, 2024, he unlawfully committed the offense of operating a motor vehicle having three previous convictions in the past ten years.

•Aaron Maynard, 31, of Louisa, was charged with fleeing/evading 2nd degree, operating a motor vehicle under the influence of alcohol/drugs, speeding 26 mph over limit, resisting arrest and reckless driving when on April 17, he unlawfully committed the offense of disregarding commands to stop given by KSP Trooper Zachary Wright with the intent to flee, avoid or elude arrest and was operating motor vehicle under the influence with one prior conviction within the past ten years. The indictment states that Maynard reached 122 mph in 55 mph speed zones and used physical force against troopers trying to prevent them from arresting him. He is also accused of driving in a manner without regard for the safety of pedestrians of other vehicles on the roadway and committed the violation of improper turning at KY 1 and Ky 201 in Webbville.

•Sherry Horn, 58, of Debord, was charged with 2 counts of trafficking in a controlled substance 1st degree (complicity), possession of drug paraphernalia (complicity) when she, along with Destiny Spaulding and •Martin Cline, 64, of Deboard, (who has also been indicted) unlawfully committed the offense of trafficking in approximately 9.891 grams of Cocaine, .788 grams of methamphetamine, $9,434 in cash and being in possession of two glass pipes with the intent to traffic.

Cline was additionally charged with operating a motor vehicle under the influence and reckless driving.

•Destiny Spaulding, 23, of Madison, WV, was charged with trafficking in a controlled substance 1st degree (methamphetamine) complicity, trafficking in a controlled substance 1st degree (cocaine) complicity, possess of drug paraphernalia (complicity).

Kimberly D. Trout, 39, of Huntington, WV, was charged with burglary 3rd degree, bribery of a public servant, and public intoxication excluding alcohol when on July 3rd she committed the offense of entering Walmart of Louisa after being banned May 2, 2024, with the intent to commit the crime of theft therein and then committing the offense of unlawfully offering, conferring or agree to offer any pecuniary benefit upon a public servant while being manifestly under the influence of a controlled substance.

•Brian Wolford, 42, of Louisa, was charged with assault 2nd degree, persistent felony offender 1st degree, receiving stolen property (firearm) complicity, wanton endangerment 1st degree, possession of a controlled substance 1st degree (complicity), possession of marijuana (complicity) and possession of drug paraphernalia (complicity) when on June 9, he committed the offense of assault when he intentionally caused physical injury to another person namely Kelly Fletcher (also indicted), he acted alone or with Jasmine Bond, 35, of Louisa (also indicted) by receiving a stolen Heritage brand .38 caliber handgun  reported as stolen from Knott County. He also engaged in conduct that created substantial danger of death to Fletcher and in complicity with her (Fletcher), Bond, and Dalton Brooks (also indicted) was in possession of marijuana and all four in possession of seven syringes an altered pipe and clear plastic baggies.

•Jasmine Bond, 35, of Louisa, was charged with receiving stolen property (firearm) complicity, possession of controlled substance 1st degree (methamphetamine) complicity, possession of marijuana (complicity), possession of drug paraphernalia (complicity).

•Dalton Brooks, 51, of Louisa, was charged with possession of a controlled substance 1st degree (methamphetamine) complicity, possession of marijuana (complicity), possession of drug paraphernalia (complicity).

•Kelly Fletcher, 42, of Louisa, was charged with possession of a controlled substance 1st degree (complicity), possession of marijuana (complicity) and possession of drug paraphernalia (complicity).

•Rachel Wellman, 39, of Louisa, was charged with trafficking in a controlled substance 1st degree when on April 13, when she unlawfully committed the offense of being in possession of .135 grams of methamphetamine with the intent of trafficking.
