Manslaughter heads list of grand jury charges

LOUISA —A Lawrence County Grand Jury returned 38 indictments Thursday, including two for a man and woman charged with second-degree manslaughter.

• April Harper, 37, and Jonathan Young, 43, both of Louisa, charged with second-degree manslaughter/complicity, first-degree trafficking in a controlled substance/complicity and first-degree persistent felony offenders.

According to the indictment, on or before June 10, 2021, Harper and Young, acting alone or in complicity with each other allegedly caused the death of Anthony Chapman of Lawrence County, by providing him with heroin or other controlled substances or a combination of controlled substances causing his death; they were in possession of heroin with the intent to traffic that substance and both are previously convicted felons.

• Randy V. Thompson, 58, of Fort Gay, W.Va., charged with theft by unlawful taking over $1,000, second-degree criminal mischief and second-degree criminal trespass.

According to the indictment, on or before Dec. 10, 2020, Thompson allegedly took four catalytic converts from automobiles in the care of Dave’s Auto of Louis, with a value exceeding $1,000; he caused damage to four vehicles being repaired at Dave’s Auto in Louisa and he unlawfully entered and remained upon Dave’s Auto property in Louisa as to which notice against trespass was given.

• Kimberly D. Collins, 36, of Summerville, S.C., charged with third-degree burglary and giving an officer a false name.

According to the indictment, on or about Sept. 15, 2021, Collins entered and remained in Walmart of Louisa, after having been banned from the property in 2020, with the intent to commit the crime of theft and with the intent to mislead a police officer as to her identity, gave a false name or false biometric identifiers.

• Allen Flemings, 51, of Kermit, W.Va., charged with theft by unlawful taking over $1,000, auto and theft by unlawful taking under $1,000.

According to the indictment, on or before July 16, 2021, Flemings allegedly took a 2003 Chevrolet Silverado owned by Aaron Gray of Point Pleasant, W.Va. with a value exceeding $1,000 and an android cell phone and various debit and atm cards owned by Aaron Gray of Point Pleasant, W.Va.

• Tammy Evans, 50, address not available, charged with theft by unlawful taking over $1,000, an auto.

According to the indictment, on or before Dec. 23, 2021, Evans allegedly took a 2008 Ford Taurus owned by Jesse Frye of East Lynn, W.Va. with a value of approximately $5,000.

• Opal Newsome, 48, of Louisa, charged with intent two counts of defraud/scheme/artifice to obtain benefits, under $10,000.

According to the indictment, from a period beginning on March 1, 2017, through May 31, 2018, Newsome allegedly with intent to defraud, make a false statement or misrepresentation or by other means fails to disclose a material fact used in determining the person’s qualification to receive benefits under any assistance program or with intent to defraud, fail to report a change in the factors affecting the person’s eligibility for benefits resulting in the over payment of $1,402 from KTAP and an over payment oof $4,171 from SNAP.

• Corbie Fyffe, 59, of Blaine, charged with first-degree possession of a controlled substance.

According to the indictment, on or before Oct. 21, 2021, Fyffe was allegedly in possession of heroin.

• Stephanie Parker, 37, of Blaine, charged with first-degree trafficking in a controlled substance/complicity and possession of drug paraphernalia/complicity.

According to the indictment, on or before Jan. 10, 2021 through Jan. 31, 2021, Parker, acting alone or in complicity with Robert Parker allegedly were in possession of approximately 14.00 grams of methamphetamine, $214 in cash money with the intent to traffic methamphetamine and was also in possession of syringes and an altered straw.

• Joe Edward Gillum, 57, of Martha, charged with possession of a handgun by a convicted felon.

According to the indictment, on or about Nov. 27, 2021, Gillum was allegedly in possession of a Taurus brand .9mm handgun after having been previously convicted of a felony.

• Winfred Scott, 32, of Louisa, charged with first-degree possession of a controlled substance.

According to the indictment, on or before Nov. 25, 2021, Scott was allegedly in possession of methamphetamine.

• Stephanie Chafin, 23, of Paintsville, charged with first-degree possession of a controlled substance.

According to the indictment, on or before Dec. 2, 2021, Chafin was allegedly in possession of methamphetamine.

• Heather Mollett, 32, of Inez, charged with first-degree possession of a controlled substance.

According to the indictment, on or before Dec. 7, 2021, Mollett was allegedly in possession of methamphetamine.

• Mason Masters, 25, of Louisa, charged with first-degree possession of a controlled substance.

According to the indictment, on or before Dec. 16, 2021, Masters was allegedly in possession of methamphetamine.

• William Debord, 39, of Louisa, charged with first-degree possession of a controlled substance.

According to the indictment, on or before Jan. 23, Debord was allegedly in possession of methamphetamine.

• Jarod Tyler Hall, 19, of Lexington, charged with first-degree fleeing or evading police and first-degree wanton endangerment.

According to the indictment, on or before Jan. 30, Hall allegedly disregarded signals and commands to stop given by Lawrence County Sheriff’s Deputies Jeffrey Kirk and Dwayne Bowen with the intent to flee, avoid or elude his arrest and engaged in conduct which created a substantial danger of death or serious physical injury to a juvenile passenger.

• William Debord, 39, John Thomas, 32, Kenneth Pack III, 38, Brittany Hammonds, 24, Joseph McCoy, 34, and Jonathan Young, 43, all of Louisa, charged with engaging in organized crime.

According to the indictment, from Nov. 18, 2021, to Nov. 19, 2021, they allegedly conspired or attempted to commit or acted as an accomplice in the commission of the offense of first-degree trafficking in a controlled substance, methamphetamine, on a continuing basis with four or more individuals.

• Young is additionally charged as a first-degree persistent felony offender.

• In a separate indictment, Young is charged with possession of a handgun by a convicted felon.

According to the indictment, from Nov. 18, 2021 through Nov. 18, 2021, Young was allegedly in possession of a High Point brand 9 mm handgun and a Ruger brand .22 caliber handgun after having been previously convicted of a felony.

• Bridgett Hopkins, 31, of Crab Orchard, charged with first-degree possession of a controlled substance.

According to the indictment, on or before Dec. 19, 2021, Hopkins was allegedly in possession of methamphetamine.

• Pamela Stiltner, 43, of Louisa, charged with first-degree possession of a controlled substance.

According to the indictment, on or before Dec. 9, 2021, Stitlner was allegedly in possession of methamphetamine.

• Adam Perry, 42, of Louisa, charged with first-degree trafficking in a controlled substance and operating a motor vehicle on a suspended or revoked license.

According to the indictment, on or before Dec. 22, 2021, Perry was allegedly in possession of approximately 7.5 grams of methamphetamine packaged in multiple plastic baggies and used field tests kits, commonly used to identify controlled substances with the intent to traffic in that controlled substance and he operating a motor vehicle while his license to operate was suspended or revoked.

• Toby Pack Jr., 30, of South Point, Ohio, charged with first-degree fleeing or evading police.

According to the indictment, on or before Feb. 8, Pack allegedly disregarded signals and commands to stop given by Louisa Police Officer Michael Housinger and Louisa Police Chief, Greg Fugitt, with the intent to flee, avoid or elude his arrest.

• James M. Kise, 53, of Louisa, charged with first-degree possession of a controlled substance and possession of drug paraphernalia.

According to the indictment, on or before Dec. 7, 2021, Kise was allegedly in possession of methamphetamine and an altered straw.

• Del Griffith, 48, of Louisa, charged with first-degree possession of a controlled substance and possession of drug paraphernalia.

According to the indictment, on or before Dec. 7, 2021, Griffith was allegedly in possession of methamphetamine and an altered tube or pipe.

• Wilma Robinson, 66, and Jerry Robinson, 65, both of Prichard, W.Va., charged with knowingly exploiting an adult person, greater than $300/complicity.

According to the indictment, on or before Feb. 13, 2019, through Feb. 14 of this year, Jerry and Wilma Robinson, acting alone or in complicity with each other, knowingly exploited an adult resulting in a total loss to the adult exceeding $300 financially, namely from monies the victim had in Farmer’s Bank of Louisa or other resources or both, namely Loretta Robinson of Huntington, W.Va.

• Jason T. Pack, 37, of Louisa, charged with second-degree burglary.

According to the indictment, on or about July 9, 2021, Pack allegedly entered the dwelling house located on Jefferson Street in Louisa, owned by Chad Rose with the intent to commit the crime of theft.

• Joe Edward Gillum, 57, of Martha, charged with first-degree trafficking in a controlled substance/complicity and tampering with physical evidence.

According to the indictment, on or before Nov. 21, 2021, Gillum allegedly acting alone or in complicity with Robert Parker, 39, of Blaine, were in possession of methamphetamine with the intent to traffic and Haley Griffith committed the offense of tampering with physical evidence by destroying, removing, altering, or concealing physical evidence that he believed would be used against her/him in an official proceeding.

• Gillum is charged in a second indictment with first-degree assault and first-degree wanton endangerment.

According to the indictment, on or about Nov. 27, 2021, Gillum allegedly intentionally caused serious physical injury to Dustin Fyffe, by means of a deadly weapon or dangerous instrument and he engaged in conduct which created a substantial danger of death or serious physical injury to another person, Robert Parker.

• William Debord, 39, of Louisa, charged with two counts of first-degree trafficking; operating a motor vehicle on a suspended or revoked license and failure to or improper signal.

According to the indictment, on or before Nov. 18, 2021, Debord was in possession of 4.091 grams of methamphetamine, and fentanyl, $40 inside plastic baggies and various items of drug paraphernalia with the intent to traffic methamphetamine; he was operating a motor vehicle while his license to operate was suspended or revoked and he operated a motor vehicle upon a Kentucky highway and failed to use signals.

• Robert Parker, 39, of Blaine, charged with first-degree trafficking in a controlled substance/complicity; first-degree persistent felony offender and possession drug paraphernalia/complicity.

According to the indictment, on or before Jan. 10, 2021 through Jan. 31, 2021, Robert Parker, allegedly acting alone or in complicity with Samantha Parker was in possession of approximately 14.00 grams of methamphetamine, $214 in cash monies, with the intent to traffic methamphetamine; he is a previously convicted felon and they were in possession of syringes and an altered straw.

• William J. Wilks, 59, of Webbville, charged with first-degree possession of a controlled substance; operating a motor vehicle under the influence of alcohol/drugs; drug paraphernalia; operating a motor vehicle on a suspended or revoked license and no brake lights.

According to the indictment, on or before Aug. 17, 2021, Wilks was allegedly in possession of methamphetamine; he operated a motor vehicle while under the influence of alcohol or other substance that impair a driver’s ability to operate that motor vehicle; was in possession of a syringe; operated on a suspended or revoked license; and he operated a motor vehicle upon a Kentucky roadway without working tail lights.
