Lawrence Grand Jury returns 17 indictments

LOUISA — The Lawrence County Grand Jury returned 17 indictments Thursday.

Named in the true bills were:

• Aaron B. Justice, 28, of Warfield, charged with first-degree fleeing/evading, first-degree wanton endangerment, receiving stolen property (more than $1,000 but less than $10,000), first-offense operating a motor vehicle under the influence of alcohol/drugs, first-degree possession of a controlled substance (methamphetamine) and first-degree possession of a controlled substance for allegedly attempting to disregard signals and commands to stop given by Deputy Mason Keefer of the Lawrence County Sheriff’s Office with the intent to flee, avoid or elude his arrest; engaging in conduct that created a substantial danger of death or serious physical injury to Keefer; being in possession of a 1997 Chevy, with a value exceeding $1,000, stolen from West Virginia; operating a motor vehicle while under the influence of alcohol or other substances that impair a driver’s ability to operate the vehicle; and being in possession of methamphetamine and heroin on April 14.

• William J. Spillman, 47, of Grayson, charged with theft by unlawful taking over $10,000 but less than $1 million for allegedly taking a 2011 Cadillac Escalade from Pamela Phelps of Louisa, with an approximate value of over $10,000, on July 4.

• Troy Miller, 38, of Louisa, charged with first-degree robbery, third-degree sexual abuse and public intoxication, excluding alcohol, for allegedly subjecting another person to sexual contact without that person’s consent, used or threatened to the immediate use of a dangerous instrument upon the victim while in the course of committing a theft, and being manifestly under the influence of a controlled substance to the degree that he may endanger himself other persons or property on June 27.

• Roscoe Muncy, 39, of Blaine, charged with first-degree sexual abuse for allegedly engaging in masturbation in the presence of a minor under the age of 12 on Oct. 10, 2021, whom Muncy knew or had reason to know the minor was present.

• Samantha L. Pyles, 33, of Louisa, charged with knowingly exploiting an adult, more than $300, for allegedly exploiting an adult, resulting in a total loss exceeding $300, from Dec. 1, 2021, through Jan. 19 of this year.

• David Crumby, 50, and Brian M. Irwin, both of Charleston, W.Va., charged with three counts of theft by deception more than $1,000 but under $10,000/complicity for allegedly obtaining property, services or monies from City National Bank of Louisa by issuing or passing three checks on April 6 totaling $7,437.76, knowing they would not be honored by the drawee.

• Ronald L. Adkins, 53, of Huntington, W.Va., charged with first-degree fleeing/evading, two counts of first-degree wanton endangerment, first-degree persistent felony offender and speeding 26 miles over the limit for allegedly being in physical control of a motor vehicle and disregarding signals and commands to stop given by officer Teddy Newsome of the Louisa Police Department with the intent to flee, avoid or elude his arrest; engaged in conduct that created a substantial danger of death or serious physical injury to Newsome and Courtney Golden of Louisa; and operated his vehicle at a speed in excess of 100 miles per hour in a 55-mile-per-hour speed zone on April 14.

• Alexiya A. Schwan, 33, of Webbville, charged with fraudulent use of a credit card over $500 but less than $10,000 for allegedly defrauding an account registered to James Bolt of Louisa for the purpose of obtaining money, goods or services by representing without consent of the cardholder that she was the holder of the specific card, with unauthorized purchases exceeding $500, from Oct. 18, 2021, through March 10 of this year.

• Jeffrey Perry, 48, of Louisa, charged with first-degree possession of a controlled substance and possession of drug paraphernalia for allegedly possessing methamphetamine and an altered glass pipe containing chemical residue on May 5.

• John Childers, 44, of Louisa, charged with first-degree possession of a controlled substance (methamphetamine) and first-offense operating a motor vehicle under the influence or alcohol/drugs for allegedly possessing methamphetamine and operating his vehicle under the influence or alcohol or other substances on Dec. 12, 2021.

• Brandon Fasnacht, 24, of Fort Gay, W.Va., charged with first-degree possession of a controlled substance (methamphetamine), first-offense operating a motor vehicle under the influence of alcohol/drugs and operating on a suspended or revoked operator’s license for allegedly possessing methamphetamine, and operating his vehicle under the influence or alcohol or other substances and while his license was suspended or revoked on Nov. 10, 2021.

• Heather Marcum, 27, of Kenova, W.Va., charged with first-degree possession of a controlled substance (methamphetamine), first-offense operating a motor vehicle under the influence of alcohol/drugs, and use/possession of drug paraphernalia for allegedly possessing methamphetamine and two syringes, and operating her vehicle under the influence of alcohol/drugs on Oct. 21, 2021.

• Windy Michelle Reaper, 47, of Webbville, charged with first-degree trafficking in a controlled substance, more than two grams/firearm enhancement; first-degree trafficking in a controlled substance (MDMA), under 10 dosage units of a controlled substance/firearm enhancement; first-degree trafficking in a controlled substance (psilocybin), under two grams of a schedule I controlled substance/firearm enhancement; trafficking in marijuana, less than eight ounces/firearm enhancement; and first-offense operating a motor vehicle under the influence of alcohol/drugs for allegedly possessing 0.701 grams of methamphetamine, .887 grams of MDMA, 2.577 grams of psilocin/psilocybin, 102 grams of marijuana, three marijuana cartridges, $280 in cash, a set of digital scales and a gallon size bag filled with individual plastic baggies with the intent to traffic in or by trafficking in the those drugs while possessing a Diamond Arms .38-caliber handgun and while operating her vehicle under the influence of alcohol/drugs on Oct. 7, 202.

• James Boyd, 38, of Louisa, and Kimberly Mullins, 48, of Fort Gay, W.Va., charged with first-degree possession of a controlled substance (methamphetamine)/complicity and third-degree possession of a controlled substance/complicity for allegedly, acting alone or in complicity with each other, possessing methamphetamine and diazepam on Oct. 20, 2021.

Boyd is additionally charged with first-degree possession of a controlled substance (heroin), first-degree possession of a controlled substance (fentanyl) and operating a motor vehicle on a suspended or revoked license for allegedly possessing those drugs and operating his vehicle while his license was suspended or revoked.

Mullins is additionally charged with importing heroin and fentanyl or fentanyl derivates with the intent to distribute the drugs.

• Anthony W. Fletcher, 47, of Blaine, charged with first-degree sexual abuse and 12 counts of video voyeurism for allegedly subjecting a minor under the age of 18 to sexual contact and using a recording device for the purpose pf videotaping, in 12 separate videos, the sexual conduct and body of a woman without her consent from July 1, 2021, through Aug. 27, 2021.
