Lawrence court has first reading of new budget

LOUISA — The Lawrence County Fiscal Court had the first reading of the county’s fiscal year 2021/22 budget at its regular meeting Tuesday.

The budget’s grand total of all funds is $9,946,839, with $2,828,388 appropriated for the General Fund; $4,416,613 for the Road Fund; $460,244 for the Jail Fund; $328,904 for the L.G.E.A. Fund; $454,545 for the CDBG Fund; $1,100,100 for the ARPA Fund; and $341,321 for the E-911 &E-911 Cellular Fund.

Magistrate Dave Pinson made a motion to approve the first reading, which was seconded by Magistrate Mike Halcomb, with all in favor.

In other business, Kentucky Transportation Cabinet representative Tim Spencer approached the fiscal court to talk t about the rural secondary road program.

Spencer pointed out that Lawrence County would have an allotment of $4,408,904, which included maintenance and traffic of 94.225 miles of roads at a cost of $608,400, and county iudge-executive expenses in the amount of $2,584, leaving them $184,118 in flex funds for county-directed projects.

Magistrate Rick Blackburn made a motion to approve the resolution and agreement between the Transportation Department of Rural Secondary and Municipal Aid and the Fiscal Court, which was seconded by Magistrate Dave Pinson, with all in favor.

The fiscal court also unanimously approved the payment of recurring expenses for fiscal year 2021/22.

The fiscal court approved the authorization of Lawrence County Clerk Chris Jobe to advertise for bids on gravel, blacktop, pipe, fuel, etc., with a motion from Halcomb, a second by Pinson and all in favor.

Bobby Preece was appointed as a member of the Board of Appeals, with a motion from Magistrate Rick Blackburn, a second by Magistrate John Scaggs, and all in favor.

The fiscal court unanimously approved a resolution for a Homeland Security Grant for the Lowmansville Fire Department to obtain PPE, the sheriff’s 2020 property tax settlement and a resolution for a Homeland Security Grant for body armor for the sheriff’s office.

Lawrence County Sheriff Chuck Jackson told the court about the upcoming Camp Caleb that is being sponsored through the impact program, and the fiscal court donated $2,000 to the program.

Jackson said that although it is organized through the sheriff’s office, it is paid for through the impact program and they are going to start small with just a weekend event with 10 girls and 10 boys.

In other business, the fiscal court approved the minutes of the April 20th regular meeting, the first reading of budget amendment #5, the treasurer’s request, the bills and the treasurer’s report.
