Lawrence County Grand Jury Issued 12 Indictments

LOUISA —The Lawrence County Grand Jury issued a dozen indictments on March 14.

•Rae Jackson, 44, of Webbville, is charged with first-degree wanton endangerment; first-degree persistent felony offender; operating a motor vehicle under the influence of alcohol/drugs, third offense within ten years and operating a motor vehicle on a suspended or revoked license.

On March 1, Jackson allegedly engaged in conduct which created a substantial danger to a seven-month-old juvenile child; he is a previously convicted felon; he operated a motor vehicle while under the influence of alcohol o rother substances that impairs a driver’s ability to operate that motor vehicle and he operated a motor vehicle while his license had been suspended or revoked.

•Cyril R. Derrico, 52, of Huntington, W.Va., is charged in two separate indictments, in the first he is charged with first-degree trafficking in a controlled substance, firearm enhancement; first-degree persistent felony offender; operating a motor vehicle under the influence of alcohol/drugs; possession of drug paraphernalia; possession of marijuana; operating a motor vehicle on a suspended or revoked license; no registration plates; no or expired registration plates; failure to produce an insurance card and careless driving.

Derrico is charged in the second indictment with possession of a handgun by a convicted felon and first-degree persistent felony offender.

On Nov. 12, 2023, Derrico was allegedly in possession of a Lorcin Engineering Co. .380 caliber handgun after having been previously convicted of a felony in the state of West Virginia and he is a previously convicted felon.

On Nov. 12, 2023, Derrico was allegedly in possession of approximately 2.39 grams of methamphetamine in two plastic baggies and two sets of digital scales with the intent to traffic while in possession off a .380 caliber handgun; he’s a previously convicted felon; he operated a motor vehicle while under the influence of alcohol or other substances that impair a driver’s ability to operate that motor vehicle; he was in possession of an altered glass pipe and marijuana; he operated a motor vehicle while his license had been suspended or revoked; he operated a motor vehicle upon a Kentucky roadway without proper registration plates; he failed to possess a proper insurance card as required in KRS 304.39-117 and he operated a motor vehicle upon a Kentucky roadway without regard for the safety and convenience of pedestrians, and other vehicles upon the highway.

•Jose Morales, 26, of Prestonsburg, is charged with first-degree possession of a controlled substance, drug unspecified; operating a motor vehicle under the influence off alcohol/drugs, second offense within 10 years and possession of an open alcohol container in a motor vehicle.

On or before Sept. 18, 2023, Morales was in possession of a controlled substance; he operating a motor vehicle while under the influence of alcohol or other substances that impair a driver’s ability to operate that motor vehicle and he had two open alcohol containers in a motor vehicle while the motor vehicle was being operated on a Kentucky roadway.

•Jeffrey Napier, 22, of Fort Gay, W.Va., is charged with four counts of third-degree assault; third-degree assault of a police officer and resisting arrest.

On or before Feb. 23, Napier allegedly assaulted or attempted to assault Three Rivers Medical Center Emergency Room Nurses, Erin Obryan and Kelsey Howard, and Patriot Emergency Medical Service employee Harley Pauley, as well as Lawrence County Sheriff’s Deputy Joe Osborne while they were all acting in their official capacity and he disregarded Osborne’s commands while working in his official capacity from placing him under arrest.

•Joseph Chapman, 61, of Louisa, is charged with first-degree possession of a controlled substance.

On or before June 2, 2022, Chapman was allegedly in possession of methamphetamine.

•Charles French, 43, of Webbville, is charged with first-degree possession of a controlled substance.

On or before June 7, 2023, French was allegedly in possession of methamphetamine.

•Jennifer Patton, 39, of Prestonsburg, is charged with first-degree possession of a controlled substance; possession/use drug paraphernalia and prescription of a controlled substance not in the proper container.

On or before Jan. 1, Patton was allegedly in possession of 1.576 grams of methamphetamine, numerous syringes and a set of digital scales, a glass pipe containing residue and hypodermic needles and she was in possession of four Buprenorphine and Naloxone strips not in the proper administered container.

•Hansel Wiley, 53, of Louisa, is charged with first-degree trafficking in a controlled substance ad possession of drug paraphernalia.

On or before Nov. 8, 2023, Wiley was allegedly in possession of approximately .101 grams of methamphetamine with the intent to traffic and he was in possession of a syringe.

•Christopher Fowler, 31, of Debord, is charged with first-degree possession of a controlled substance; operating on a suspended or revoked operator’s license; possession of marijuana and all-terrain vehicle violations.

On or before Dec. 4, 2023, Fowler was allegedly in possession of 1.576 grams of methamphetamine; was operating a motor vehicle while his license had been suspended or revoked; was in possession of marijuana and was in physical control of an ATV and operating the ATV upon a Kentucky roadway.

•Brittany Coleman, 27, and Jonathan Coleman, 35, both of Louisa, are charged with second-degree criminal abuse/complicity.

On or about or from Sept. 10, 2022, Jonathan Coleman Jr. and Brittany Coleman, acting alone or in complicity with each other wantonly abused and or permitted another person less than 12-years-old and thereby placing them in a situation that may cause them serious physical injury.

Andrew Mortimer
