A Louisa police officer was dispatched to the Louisa Best Western after receiving a call Monday, Jan. 12, in what was a concerned motel employee stating there was a woman in one of the motel rooms making a lot of noise, with a dog. He stated to E911 that it sounded like she was puking/vomiting and could be seen laying limp in the floor.

When PTL. Shelby Taylor arrived at the motel she attempted to make contact with the female, later identified as Lois Richardson, 32, to see if she needed medical attention by communicating through the door, but all that could be heard was the dog and what sounded like coughing stated PTL. Taylor.

The report went on to state that it was then the employee got permission to use the master key and open the door however, it was still locked by the sliding bolt.

The female was able to come to the door from the area of the bathroom stated PTL. Taylor, but appeared to have erratic body movements and slurred speech.

“She was able to provide her name and date of birth,” stated PTL Taylor. “When provided to Lawrence Dispatch it was confirmed she had a warrant out of Lawrence County.”

The report stated that upon getting Richardson to open the bolt on the door she was placed under arrest and walked back toward the bed holding her dog.

“At such time a white powder-like residue was observed via plain view on a stand near the foot of the bed,” stated PTL. Taylor. “A ripped part of a black/clear small plastic baggie with residue was also seen in plain view. A plastic wrapper possibly off a cigarette pack was visible plain view with a white powder-like substance inside. A small clear baggie was also visible on the stand via plain view along with small scissors.”

The citation went on to state that Richardson, after opening a black box on the foot of the bed looking for “court papers” made visible in plain view a “weed” marijuana grinder inside. PTL. Taylor reported that toward the foot of the bed was another piece of a ripped small baggie with white powder residue looking to belong to the ripped baggie found on the stand, as both pieces were black/clear plastic.

Toward the left side of the bed PTL. Taylor stated under the fold of the blanket was a baggie within a baggie that looked like it contained a blue powder-like substance along with a burnt piece of aluminum that was also located.

“Through training and experience, such white powder-like substance is understood to be most likely heroin and such blue powder-like substance is understood to be most probable fentanyl,” said PTL. Taylor. Richardson was taken into custody and charged with possession of marijuana, drug paraphernalia buy/possess, possession of a controlled substance 1st degree fentanyl and possession of a controlled substance 1st degree heroin.

She was also served with the indictment warrant for earlier charges of possession of a controlled substance 1st degree methamphetamine and drug paraphernalia buy/possess.

She was lodged in the Big Sandy Regional Detention Center.
